Like many new government agencies in Romania, the CNVM is faced with a multitude of complex issues and a flood of documents to be handled by a limited number of staff. CNVM and their USAID Consultant team from Financial Markets International (FMI) looked for a way to process these documents utilizing CNVM's newly installed Novell ® local area network.

What FMI's found was a powerful yet simple to use document management system called "Legistar ® " which is helping large government agencies in the United States (like the cities of Milwaukee and Philadelphia) track and process their regulatory and legislative documents. This new partnership has produced a sophisticated switchable language Romanian/English document management system. CNVM Legistar ® is the first installation of its type in Europe.

Direct benefits to CNVM staff are the elimination of redundant work and the ability to locate documents in the system at any time. Legistar ® will also allow CNVM to respond more quickly and efficiently to the financial community.

A Romanian/American training team spent four weeks in Bucharest bringing CNVM users on line. Stephen Gollins, FMI Training Supervisor, reports that the CNVM Legistar system will be supported by both the CNVM Computer department and FMI's Romanian staff.
